Riot Gear Zombies=Melee Weapon resistant

Army/SWAT Zombies (Kevlar Vests/Kevlar Helmets) =Bullet resistant

I wouldn't make them absolutely impermeable to melee damage, just lower the damage by say 75%. Maybe 80 or 85%.

Resistant doesn't equals invincibility.

Have you been punched in the stomach while wearing a kelvar vest? It doesn't hurt but you definetly feel the punch.

Riot police do where bullet proof armor as well, plus the riot shields can stop bullets. It's for heavy riots and for friendly fire in such a crowded chaotic situation as riots usually are. But I don't think zombies would know how to use their weight effectively. So it would be pretty easy to trip them up or knock them down, especially in such heavy riot gear. Then smash them when their on the ground.

It make more sense to help against blunt damage, most people in a riot will not have guns. Instead they will have bats, 2x4s, and rocks to throw at the cops.
