Weird blur glitch

When I started the game today I saw this weird blur glitch. I've never seen it before. Can anyone help me out?

it looks like effect after gene therapy, try verify your cache, maybe it's bugged

Have you changed ur settings by accident ? That looks like fov or the latest in depth Advanced options changes (Field Of View, Film Grain, etc)

No gene therapy used. Yes, I have changed my settings before but I still tried to recover default ones, unfortunately it didnt fix the issue.

What I've noticed is that some kind of a blurry ''wave'' just goes by when you try to look somewhere far away.

It's basically an abbreviation for depth of field, it has the same effect as someone that sees shitty with no glasses on (very very bad sight)
