Just add a server mod so players can rtv if they get bored of the map

Just use mp_timelimit, It will wait the round to end to change the map. Nothing more anoying than interrupting the players.

the easiest way for you is to bind a key to say what you want it to say in your console: for example if you want to say goodnight you would execute it as follows

bind "9" "say goodnight" then submit in your console. saves all the typing for you

The topic of the O.P. asked how to say something from SRCDS (e.g. Server Console). Anyways, I would suggest you add SourceMod; even if you don't use it for this specific request, it is a great multi-purpose tool to have on your servers. Second, to set a time restriction for your maps you simply open your server.cfg file for your server, and you add in the line: mp_timelimit value, whereas the value is any WHOLE NUMBER (i.e. no decimals or fractions). To allow your players to vote for their maps, you would require SourceMod to be installed, and you then just place the rtv.smx file (located in sourcemod/plugins/disabled) into sourcemod/plugins directory. I think you also have to modify the the map-rotation/map-list file to include all the maps running on the server. The plugin pulls from one of or both of those files to create the list to vote from.
